Go to your inventory and press F for favorite for the item you want to assign. Press Q for the quick selection menu. Press 1/2/3/4/etc while a quick selection item is highlighted. While running around press 1/2/3/4/etc to instantly switch between items/spells. No mods required.
lol. Skyrim bugged and made it so vampire form doesnt work. Thats the only way to fix it, and it was a pain. Thanks for the answers, that damn bug stopped my progress and had already spend a couple hours trying to fix it. That finally did it.

Because each language version uses different game files for the voices and subtitles. I'm guessing that you had it set to Spanish but the install still had the English version files in the data folder, which would explain why the game ran when you switched it back to English.
