Since you measured .2A and .47A with the fuse plugged in, I agree that you're on the right track chasing down the component that's placing an additional .27A (.47-.2=.27) load on your battery. This sounds like what could be draining it. Also, the .2A on your $5 meter (no matter where it came from) means nothing really.
